Researching Gaps in Model Value Chain Regulation

The development of easily accessible language and vision models has enabled artificial intelligence technology to reach users and developers worldwide. In particular, federal and state legislation has focused on developing secure AI systems through model governance. The model value chain is composed of various actors, from compute resource providers and data providers to developers, distributors, and users. As new developers add to the value chain ecosystem by developing new tools using foundation models or fine tuning existing open-source models, governance grows more complex. In order to develop a comprehensive framework for model governance, legislation must consider the actors at each step of the model development process from dataset to the final B2B/B2C product.
