The Architecture of Intent project at the Foreign Policy Center investigates how Washington and Beijing are turning dual-use AI into instruments of national power. Rather than chasing leaderboards, we read strategy through the choices that matter: who funds, where systems are deployed, and how rules are written, to reveal the distinct futures each side is building at home and on the global stage.
